What is Project Harmonia?
Project Harmonia is a strategic initiative between Allfunds Blockchain and the Solana Foundation to expand the distribution and accessibility of tokenized funds through Allfunds' institutional distribution network via Solana's blockchain infrastructure. The initiative establishes a direct commercial bridge between traditional financial networks and public decentralized finance ecosystems, enabling tokenized funds live on Solana to access Allfunds' global distribution channel and vice versa.
Who can apply?
Issuers and asset managers of tokenized funds that are fully operational on Solana are invited to apply under Track A. Track B welcomes issuers of tokenized funds currently in development or subject to pending regulatory approvals. Allocators and ecosystem participants are invited to register their interest separately through the Project Harmonia portalat www.project-harmonia.com.
What are the timelines?
The RFP applications window opens on September 16, 2026. The submission deadline is October 24, 2026. Evaluation milestone dates will be communicated to all registered participants upon RFP launch. First admissions are targeted to go live on the Allfunds distribution network via Solana in Q1 2027.
What are the key evaluation criteria?
Every application is evaluated across the following dimensions: fund and domicile eligibility, regulatory authorization and compliance status, target jurisdiction and investor eligibility, disclosure and reporting standards, fund structure and investor protections, liquidity profile and settlement arrangements, operational controls and service provider qualifications, and technical implementation on Solana. All applications are assessed independently by Particula using the Particula Digital Asset Risk Assessment Framework (PDARF), with ratings and recommendations presented to the Admission Committee as the primary analytical input to each admission determination.
How is the evaluation conducted?
Particula performs an initial completeness review of all submissions and issues outstanding information requests directly to applicants. Shortlisted candidates proceed to a full PDARF risk assessment and in-depth review, which may include follow-up questions, document requests, and management engagement. Particula presents completed ratings and admission recommendations to the Admission Committee, which issues final admission decisions.
Will information shared during the RFP process be treated as confidential?
Yes. Submissions are structured in three tiers to protect commercially sensitive information. The interest registration captures baseline information accessible only to the evaluation team. The detailed questionnaire and all supporting documentation submitted through the RFP portal are shared solely with the Admission Committee and authorized evaluation parties. Confidential commercial terms submitted by email are accessible only to the Admission Committee and will not be disclosed publicly at any stage of the process.
What documentation is required?
The detailed questionnaire covers issuer information, fund level details, regulatory and compliance status, operational and custody arrangements, technical implementation, and financial and performance data. Submitters should be prepared to provide supporting documentation including corporate formation documents, audited financial statements, legal opinions, regulatory authorizations, smart contract audit reports, custody agreements, proof-of-reserve attestations, and offering memoranda. Do we need a fully tokenized and live fund to apply?
For Track A, the fund must be fully operational and live on Solana at the time of submission. Track B welcomes issuers whose funds are currently in development or subject to pending regulatory approvals, provided a realistic roadmap to Solana deployment is included in the submission.
Are there admission fees?
No. There are no admission fees associated with participation in Project Harmonia.
Can one issuer submit multiple proposals?
Yes. Issuers are welcome to submit multiple proposals from the same issuer or tokenization platform, provided each proposal represents a distinct fund or product. Multiple submissions will be evaluated independently on their individual merits.
Can one tokenization platform submit proposals on behalf of multiple issuers?

What do shortlisted candidates receive?
Shortlisted candidates receive an independent risk rating from Particula based on a full PDARF assessment. This rating will be presented to the Admission Committee as part of the admission determination process. Issuers may reference or otherwise use their Particula rating for their own purposes only subject to Particula’s prior written approval and any applicable bilateral contractual arrangements with Particula, including with respect to the scope, form and context of such reference or use. All applicants, including those not shortlisted, will receive individual feedback from Particula summarizing key findings and guidance on areas for improvement ahead of future rounds.
Are there preferred fund jurisdictions?
Preferred jurisdictions include the EU/EEA, with priority on Luxembourg, Ireland, France, Germany, Spain, and Italy, as well as the United Kingdom, Switzerland, Singapore, and the Middle East. Exposures linked to FATF high risk jurisdictions or broadly sanctioned countries are not eligible. Additional jurisdiction-specific restrictions may apply and will be confirmed by Allfunds during the onboarding review.
How are final admission decisions made?
The Admission Committee, chaired by the Solana Foundation, holds ultimate authority over admission, conditional admission, and removal decisions. Particula's ratings and recommendations serve as the primary analytical input to each determination. Allfunds participates as an observer, ensuring admission decisions are consistent with its distribution network requirements. ioBuilders provides technical advisory input on infrastructure readiness and technical compliance. All decisions are documented in writing and communicated to applicants within the timeframes set out in the evaluation process.
