Meet the Partners: Particula
Project Harmonia unites four organizations, each bringing a distinct capability to a shared goal: making tokenized funds distributable at institutional scale. This is the first in a series profiling those partners, starting with Particula - the independent rating provider and process manager behind the Harmonia RFP.

Who is Particula?
Particula is a leading rating provider for digital assets. Its work starts with a simple but practical question: when a digital asset is issued, held, or transferred onchain, how can an allocator assess its risk on consistent terms?
There's no single data point that answers this. No technology label does either. What's needed is a structured assessment of the asset as it actually exists: its underlying assets, counterparties, legal structure, technical implementation, and operational mechanics. Particula does this through the Particula Digital Asset Risk Framework (PDARF), a methodology built to turn these different sources of risk into one clear, independent, comparable risk rating.
This brings a familiar discipline to a new market. The same principles that have long supported institutional allocation in traditional finance -independence, rigor, comparability - now apply to digital assets. Particula has completed more than 200 risk assessments across major asset classes, jurisdictions, and technology stacks. Its team combines experience from established credit institutions with deep expertise in digital finance, and its work spans asset managers, issuance platforms, protocols, and market infrastructure providers.
That independence is central to the model. Particula is not a distributor, an issuer, and it does not take positions in the assets it assesses. The separation is deliberate, and it is what allows the firm to act as an independent analytical layer in programmes such as Project Harmonia.
What is Particula's value proposition?
Tokenization does not simply move an existing product onto new rails. It alters the product's material features, and because a single underlying exposure can be tokenized many times over, it multiplies the number of distinct structures competing for the same allocation. The same exposure may be issued by different issuers, under different jurisdictions, on different technology stacks, and conveying different ownership rights.
Two tokens referencing the same asset can therefore carry materially different risk. One may convey direct legal title; the other, a claim on its issuer. One may settle on a permissioned network, the other on a public one. And behind each sits a different set of parties: administration, transfer agency and custody performed by independent regulated firms in one structure, and by the issuer itself in the other.
That variation is precisely what makes comparison difficult. The information required to make it is typically spread across offering documents, legal agreements, technical documentation, service-provider disclosures and onchain data, a diligence process that is time-consuming to complete and challenging to standardize across products.
Particula exists to make that comparison possible. The model combines three elements:
Risk ratings. The Particula Digital Asset Risk Framework (PDARF) assesses each instrument across counterparty risk, structural risk and underlying asset risk, producing an ordinal rating on a AAA-to-D scale with modifiers. The rating expresses the instrument's capacity to meet its contractual obligations in full, on time and in line with its defined structure.
Analytical reports. Each rating is supported by an in-depth qualitative assessment setting out the factors that determine the outcome and the evidence behind them, so an allocator sees not only where an instrument sits on the scale, but why.
Continuous monitoring. Ratings are not a one-time exercise. Particula's platform tracks onchain and offchain metrics alongside regulatory developments, surfacing trend detectors for sustained directional change and red flags for discrete, high-impact events, with formal analyst review.
The commercial logic is straightforward. For issuers, an independent rating is a way to differentiate a product and evidence transparency against institutional expectations. For allocators, it is a way to reduce diligence cost and compare unlike structures on consistent terms. For the market as a whole, it reduces the information asymmetry that keeps capital on the sidelines.
What is Particula's role in Project Harmonia?
Particula serves as Independent Risk Rating Provider and RFP Process Manager for the programme. In practice, this covers four responsibilities:
Administering the RFP. Particula structures and runs the request for proposals end to end — publishing requirements, managing the submission portal, conducting completeness review, issuing information requests and coordinating the evaluation calendar.
Acting as the point of contact. Prospective partners engage with Particula throughout the process. Applicants have a single counterpart for questions, clarifications and status.
Conducting the independent assessment. Shortlisted candidates are assessed under the PDARF methodology, producing a risk rating and data confidence score. That output is the primary analytical input to each admission determination.
Presenting recommendations to the Admission Committee. Particula submits its ratings, analytical rationale and admission recommendations to the Project Harmonia Admission Committee, prepares committee materials, and maintains the record of decisions.
Two boundaries are worth stating plainly. Particula recommends; it does not decide. Ultimate authority over admission, conditional admission, rejection and removal sits with the Admission Committee, chaired by the Solana Foundation, with ioBuilders as technical advisor and Allfunds Blockchain as observer. And a PDARF rating is an opinion on risk, it is not, and must not be read as, an assessment of investment suitability for any investor.
